Dr. Mahesh Uppal is the Director of Com First (India), a New Delhi based company that advises on policy, regulation and strategy. After a Ph.D. from Indian Institute of Technology, Kanpur he obtained an MA in Communications Policy Studies from City University, London. His clients include governments, Indian and international private sector as well as civil society organizations. His work deals with telecommunications in its various roles - as a major industry, utility, and tool for national development, productivity and competitiveness. He frequently comments on emerging issues in his articles as well as interviews and comments in print, radio and television.

Dakshta is passionate in her endeavor to protect the interest of the 100,000 Cybercafé, CSC's, and Retail members spread across the country, which provide eServices to majority of Indian Internet users preferring assistance.


She ensures that the Retail Partners can use the Connect9 platform free of cost and earn the highest margins; all this to ensure that their earning opportunities go up and improves their business viability.
